In preschool education, technology is one of many tools teachers use intentionally to support the global development of the child. Grounded in the Preschool Cycle Program, technological devices are, above all, learning tools, chosen purposefully to contribute to children's growth across all five areas of development, not used simply for the sake of using them.

In a balanced classroom, screen and non-screen experiences are woven together with care and intention. Digital tools are selected when they enrich learning, spark curiosity and deepen children's experiences. Children are not passive consumers they are active participants, encouraged to explore technology in meaningful, developmentally appropriate ways that promote discovery, collaboration, creativity and problem-solving.

Quebec's Digital Competency Framework defines digital competency as a set of skills necessary to the confident, critical and creative use of digital technologies. At the preschool level, this means offering children foundational experiences with technology through authentic, play-based contexts, not teaching software skills in isolation. The teacher's role is to observe, reflect and make deliberate choices about when and why a digital tool enriches an experience, always in service of the whole child.
